Are you handicapped, best to stay away if you need access to the 2nd or 3rd floor. The single working elevator works only with the assistance of an inmate or a licensed officer. If you have a mobility chair, good luck getting it in the door. A stretcher would be impossible. ACA act definitely not a consideration during construction.
